This article examines the process of moving, installing, and abolishing Xuantu Commandery established during the Han Dynasty. And in the process, the role of Goguryo is viewed as very important. After the fall of the Gojoseon, the Former Han established the 4th Army in the land. However, the First Xuantu Commandery was moved to the Second Xuantu Commandery with the founding and growth of Goguryo. A Xuantu Commandery established with the aim of checking and suppressing Goguryo. Goguryo pushed Xuantu Commandery back west, and the Third Xuantu Commandery was built around Fushun. Murongshi occupied this place during the West Jin, but Goguryo soon took over. Goguryo built a Sinseong(New Fortress) on this land and made it an important point for the defense of the border until the destruction of its own country. This divinity is the 'New Fortress' for the old Xuantu Commandery Fortress, and from Goguryo's point of view, it would be the 'Xuantu New Fortress'. Therefore, in another sense, it can be evaluated as an extension of Xuantu Commandery. This article was written in 1942 during the expansion of Japanese imperialism. As such, it is revealed that the expression at that time was kept alive.
