A passport is an official document that proves the holder's identity, such as nationality, and requests diplomatic protection for the holder by the country of nationality. After the opening of the port, the passports system began to be institutionalized in Joseon The Residency-General began to manage the entry and exit of Koreans after 1905. Residency-General ordinance No.34 ‘Regulations of the Korean Passport’ in 1906 and Residency-General ordinance No.16 ‘Regulations of the Passport’ in 1907 allowed Koreans to go abroad only if they had a passport issued by the Resident-General. As the Resident-General was in charge of issuing passports necessary when going abroad, Koreans were placed at a disadvantage in obtaining passports compared to Japanese. After the occupation in 1910, the regulations on issuing passports for Koreans were enacted in detail by the Japanese Government General of Korea ordinance No.27 ‘Regulations of the Passport’. Passport-related affairs were handled by the Ministry of Police and Security, and the department of Police was in charge of examining passports and preparing statistics related to passport issuance. According to this regulations, the number of passports issued in the 1910s reached 45,881, and more than 46,000 Koreans went abroad other than Japan. Passports were issued mainly for labor and commercial purposes, and the most visited regions were Russia, China, and the United States in order. The issuance and examination of passports became an effective means of monitoring and controlling the border movement of Koreans. Through communication with diplomatic offices located in each country, the Japanese Government General of Korea identified the trends of Koreans who went abroad, and sent a list of passport issuers to identify the traveler and the purpose of their voyage at the overseas missions. Conditions for issuing passports and traveling have gradually been strengthened, such as attaching an applicant's photo to the passport and obtaining a visa from the destination country. There were problems going abroad without a passport, using a passport in the name of another person, or falsifying it. However, as the passport-related system was reorganized, the movement and residence of Koreans who did not own passports were gradually restricted, and the Japanese Government-General of Korea was able to effectively crack down on the movement of Koreans.
