This study presents an innovative approach to optimize delivery system in underserved areas of South Korea by leveraging a Village Bus System. The elderly population aged 60 and above, predominantly residing in rural regions, including local islands and mountainous areas, often face challenges in accessing essential goods and services due to limited familiarity with online platforms and geographical constraints. Additionally, many courier drivers are hesitant to serve these remote areas or abandon deliveries due to the perceived lack of economic viability. To address these issues, this study proposes a cost-effective and expedited logistics delivery system based on the hub-and-spoke bus system concept, wherein villages in underdeveloped areas are reached once a day. Jindo-gun is used as an empirical model for this study. The proposed logistics system places a strong emphasis on route optimization and enhancing delivery efficiency through innovative bus stop arrangements. The analysis demonstrates that this system is not only cost-effective but also highly viable, utilizing existing bus infrastructure for logistics services. The expansion of the bus logistics system, as suggested in this study, holds the potential to revolutionize logistics services in marginalized areas, particularly in regions characterized by islands and mountains
