Recently the residents of the capital region are raising sharp attentions on the fine dust originated from China. In order to lower the level of fine dust Gyeonggi-Do has suggested early disuse of diesel buses and expansion of electric buses. Currently 25 electric buses have been introduced in the city of Gimpo for the first time in Gyeonggi-Do and this city will increase the number of electric buses up to 50. Next year, Suwon bus company and Seongnam bus company are going to subscribe 100 and 20 electric buses respectively.
This study will cover electric bus related legislative issues, domestic and foreign case studies, introduction conditions of bus companies, technical levels of related engineering, and business models, Finally this study will suggest introduction and expansion plans for electric buses in Gyeonggi-Do, which are as follows.
Looking at the introduction conditions of bus companies, they agree the necessity of electric buses. They also think operation of electric buses is positive for the company profit.
Total possible number of electric buses which can be supplied is calculated based on the battery charging types, battery capacity and residual level of battery. Total possible number is 9,476 until the year of 2027 and the total budget support will be 124.7 billion Won to change all the diesel buses.
The introduction and expansion plans are set up with the goal to change all the Gyeonggi-Do buses to electric buses. The central government should expand budget support for the bus companies to purchase electric buses and charging stations. It is important for the central government to maximize the incentives for the pioneering bus companies not to make a loss.
In order to expand the introduction of electric buses, the central government, Gyeonggi-Do and local city governments should cooperate systemically. The central government needs to set up a national level electric bus introduction plan and suggest a standard technical model. Gyeonggi-Do needs to lease electric buses for the public enterprises and provide charging stations. Local city governments need to secure public bus parking lots and provide education programs for technical engineers to maintain electric buses.
