Purpose: In this study, we analyze the causes of conflict between the Ministry of Culture, Sports and Tourism and the Korean Sport & Olympic Committee in connection with the launch of the National Sports Policy Committee and reflect on fostering a constructive future relationship between the two organizations.
Method: For this purpose, the literature review was employed as the primary research method, and the study was conducted using trustworthiness criteria such as triangulation, member checking, and peer debriefing.
Results: The research findings indicated that the current conflict between the two organizations regarding the establishment of the National Sports Policy Committee stemmed from disagreements over the selection of private members and clashes between the organizations’ leaders. In our analysis, we examined three theoretical aspects: goal, power/authority, and interdependence, reciprocity, and cooperation. Finally, we proposed a path for the development of inter-organizational relationships by drawing on theories such as resource dependence theory, institutional theory, and collaborative networks theory.
Conclusion: This study aims to foster relationships between the two organizations. Subsequent research endeavors to create a democratic and rational sports governance environment in Korea. This will enhance positive inter-organizational relationships and contribute to overall development.
