The purpose of this study is to develop various policies on environment improvement for the development of University Sports, and suggest reviewed and analyzed results for a highly realistic policy to the Ministry of Culture, Sports and Tourism, University President Council for College Sports, the General Authorities, and etc. The results are as the following. First, it is recommended to rename the current Korea University Sports General Council, as a control tower, to Korea University Sports University Sports Committee, and establish its role like the NCAA of USA. Also, it is recommended to establish and operate MEST·MCST joint College Sports Council for efficient administrative and financial supports on College Sports. Second, it is desirable to employ a professional sports instructor possessing credential holders higher than second-class in order to enhance the expertise of the University Athletic Director, and also to introduce an annual salary system, considering the attempt Athletic Association membership, such as anger, years of service for the Treatment of Sexual, and economic improvement. Third, we need to promote college players downsizing, scholarship limit, limitation on excessive tournament and training camp for fiscal tightening of College Sports. In addition, for the enlargement of the government''s financial support for College athletics, budget should be supported primarily to financially poor Colleges and Universities which ensure learning right and enhance learning ability.
