The purpose of this study is to apply the advocacy coalition framework(ACF) to the analysis of integration process of Sport organizations. The ACF is relevant to understanding of the policy-making process that stakeholders with contrasting belief systems were confronted for a long time, and thus the ACF is likely to be advantageous in exploring the Sport organizations integration. The study explores what are the external factors affecting integration, the coalitions'' belief systems, what is role as a policy broker, and policy-oriented learning, in order to contribute to the explanation of feature the policy-making process. The results of this article are Ministry of Culture, Sports and Tourism participated the policy-making process as a policy advocate rather than a policy broker. As a result of applying the ACF, the relevant laws were firstly revised under the external factors during the integration process of sport organizations. Then Korean sport & Olympic Committee(KOC) and Korea Council of Sport for All formed an advocacy coalitions and discussed the integration and resulted in the policy. This is different from a general policy-decision process.
