Social integration policies for migrants and refugees in South Korea are being implemented by the Ministry of Justice and the Ministry of Gender Equality and Family. Despite containing various social values, however, sports are not systematically used as a policy means of social integration for migrants and refugees. Therefore, the purpose of this study is to make suggestion for future direction based on the German case of using sports for social integration. The main characteristics of social integration through sports in Germany include establishing a stable governance system from the federal level to the regional level, pursuing various goals, important roles and functions of sports clubs, performing distinctive programs, and operating systematic evaluation systems. The suggestions based on the German case are as follows. First, efforts are needed to form a social consensus and strengthen policy acceptance for social integration through sports. Second, it is necessary to establish a cooperative system between relevant ministries, and strengthen the expertise of major sports organizations for social integration through sports. Third, it is essential to develop programs which pursue various goals, including promotion of sports participation. Fourth, social function of sports clubs should be strengthened. Further research is needed to review advanced cases outside of Germany, and to understand the roles and functions of private organizations related to migrants and refugees in detail.
