The purpose of this study is to explore the possibility of obtaining a stable status in elementary school sport instructors by examining the actual status of their employment and problems in it and investigating the possibility of securing a short-, mid-, and long-term stable status. To address the goal, this author reviewed literatures and conducted case study. Their job insecurity takes place often due to the fluctuations in the ratio of investment coping by the Ministry of Culture, Sports, and Tourism or the Ministry of Education, shortage of budget in municipal‧provincial Education Offices, 11-month contract, principals’ employment, and changes in criteria for qualifications. As short-term plans, 12-month contract or unlimited contract may be adopted to stabilize their employment. As mid- and long-term plans, teachers engaged in the same or similar types of business should be changed to regulars by acknowledging their career and duties they actually do, training them, and also applying special appointment through limited competition.
