Sports service R&D policy plans studies are the bases for the development of the sports service industry, which is a core industry of the sports industry that is highly prospective for the 21st century, and it is also a field with unlimited potential for growth. Therefore, presenting sports service R&D policy plans through analysis on domestic and international sports service technology trends is very important. In particular, when reflecting the social trends of sports and IT creative convergence, service technologies such as sports ICT convergence network technologies, which is a sports convergence service technology, sports video contents conversion technologies, and sports wearable devices are highly useful technologies for strengthening the competitiveness (aging, sensors, simplifying) of the global sports service industry. Thus, concentrated fostering plans for these should be provided. Therefore, by analyzing sports service R&D trends for the advancement of sports and presenting policy plans that reflect social trends, this study aims at presenting policy plans for creative sports service technology development. Results of the study categorize the sports service R&D policy plans into sports information and communication service technologies, emotional contents service technologies, and sports knowledge service technologies, and policy suggestions according to this categorization are as follows. 1. Sports and IT convergence is a trend of the times and the direction of future sports service technology development will be on offering effective exercising opportunities to improve the quality of life. In order to realize this, development of two-directional community care technologies for sports big data convergence sports equipment, wearable devices, goods, systems, and networks will be major keywords. 2. The policies for sports-emotional contents service R&D must contribute to the strengthening of the global sports-emotional contents service industry taking into consideration social convenience (information, sensors, simplification) and improving the quality of sport services such as match information analysis services using experience-type 3D video service technologies and big data, customized sports IoT convergence services, etc. 3. It is necessary to establish policies that can achieve positive technological development in the knowledge-based technological convergence sector that is useful also in creating jobs for the youth as a high value industry.
