In Korea local autonomy, experiments on the resident autonomy factor have not been successful. What is preventing the real implementation of resident autonomy? The reasons are: First, the concept of resident autonomy is not agreed upon in the world of practice, resulting in great confusion(Hyeon-Geun Kwak, 2021: 30, 32), and second, because there is no historical experience of resident autonomy. The two pillars of the purpose of this study are to look at the concept, history, and elements of resident autonomy by thinking in reverse, and to show that we had the capability to achieve resident autonomy based on our historical experience. ‘Marado Hyangyak' were selected as examples. It was intended to derive the implications for the development of resident autonomy. Some of the lessons Marado’s experience has given to residents autonomy are as follows. First, the smaller the size of the community and the more equal the members are, the greater the necessity and possibility of residents’ autonomy. Second, the greater the sense of community of residents, the greater the ability to set an agenda to find tasks. Third, it is necessary to find a way to ensure that the legislation of the Residents’ Self-Governing Council is in accordance with the local autonomy conditions so that less government intervention and self-government legislation can be made. Fourth, it shows that self-governing ability increases when finances are stably secured, so it is necessary to design autonomous finances such as membership fees of the Residents’ Self-Governing Council. Fifth, it shows that minimum sanctions are needed for violating community norms in the rules of the Residents’ Self-Governing Council.
