By actively discussing of fiscal decentralization from central to local, this study aims to empirically analyze how seeking impact on local fiscal decentralization to performance of budget execution. Beyond the tendency of overemphasized the relative efficiency about measurement of performance of budget execution, I attempted to apply a new performance measuring indicator(emphasizing the side of outcome or accounting). Further, the fiscal decentralization was tried to measure applying Vo’s index, which corrected the overestimation and was considered the fiscal decentralization in expenditure, in revenue and transfer. In attempting to analyze the impacts, I collected 2012-2018 data from 226 local governments(municipal, country and district) and analyzed using panel GLS(panel generalized least squares). Results of this study indicate that the higher the fiscal decentralization, the higher the fiscal decentralization in revenue have positive impact on performance of budget execution. However, the higher ratio of independent revenue and the higher financial independence rate have a negative effect. This phenomenon is a typical trend in the high fiscal decentralization group, it means that the net surplus budget-an indicator of budget execution efficiency- is likely to raise possibility of a different interpretation. Lastly, among the fiscal decentralization in revenue and in expenditure, it was found that the fiscal decentralization in revenue improves performance. The significance of this study is that it confirms empirically the possibility of positive impacts on the expansion of local fiscal decentralization. In addition, this study attempted various performance through a new indicator of budget execution efficiency, it included policy implications that we should discuss expansion of low fiscal decentralization in revenue.

이 연구는 지방정부로의 재정분권에 관한 논의가 활발하게 진행되는 시대적 흐름에 따라 재정분권화 정도가 재정집행성과에 미치는 영향을 실제로 분석하고자 하였다. 기존의 지방재정성과 측정이 상대적 효율성에 치중한 것을 넘어서서 재정집행 효율성(결과?회계적 측면을 강조한)이라는 새로운 성과지표를 적용하고자 하였다. 재정분권의 측정 또한, 세입?세출분권과 이전재원을 고려하여 과대추정을 보정한 Vo의 재정분권지수를 통해 다각도로 측정하고자 하였다. 본 연구는 분석을 위해 2012~2018년을 시간적 범위로 설정하고, 기초자치단체 226개 자료를 수집하여 패널GLS(panel generalized least squares) 모형으로 분석을 실시하였다. 분석결과, 전체 지방정부를 대상으로 볼 때, 재정분권이 높을수록, 세입분권이 높을수록 재정집행성과에 긍정적인 영향을 미치는 것으로 나타났다. 그러나 재정분권도 평균을 기준으로 고?저의 그룹으로 구분해보면, 자체재원 및 재정자립도가 높은 지방정부일수록 오히려 재정집행성과가 부정적인 것으로 나타났다. 자체재원 비중이나 재정자립도가 재정분권 정도와 밀접한 관련 있는 변수임에도 불구하고, 재정분권 고집단에서 이러한 현상은 더 두드러지게 나타났는데, 이는 재정집행 효율성 지표인 순세계잉여금의 특성에 기인할 수 있다는 가능성을 제기하였다. 마지막으로 세입분권과 세출분권 중에서는 세입분권이 재정집행성과를 높이는 것으로 나타났다. 이 연구의 의의는 지방정부 재정분권의 확대가 실제로 긍정적인 효과를 가져 올 수 있다는 하나의 실증적 연구라는 것이다. 또한 재정집행 효율성이라는 새로운 지표를 통해 다양한 성과를 측정해보는 시도적 연구이고, 저조한 세입분권을 확대해야 한다는 정책적 함의를 포함한다.
