This is a research on developing an algorithm for extracting airport users from mobile communication big data and analyzing their characteristics. The study aims to provide insights into policy decisions related to airport development and operations. The research analyzed six aspects of mobile communication big data, including: 1) the number of travels and usage rates per capita for domestic and international flights, 2) regional airport user statistics and access time analysis, 3) analysis of potential passenger demand for airport candidates, 4) domestic airport influence analysis, 5) analysis of overseas destinations by region, and 6) analysis of departure airport selection for Jeju routes. The results of the analysis are as follows: 1) Based on 2019 data, the overall number of travels per capita was 2.7 times, with domestic flights at 1.5 times and international flights at 1.2 times. The age groups of 30s, 40s, and 50s showed the highest number of travels at 2.9 times. 2) In analyzing regional airport user statistics and access time, the main users were found to be the surrounding cities of each regional airport, and the average access time was longest in Samcheok City (173 minutes), Taebaek City (169 minutes), and Jeongseon County (163 minutes). 3) In analyzing potential passenger demand for airport candidates, the study focused on Pocheon Airport, which was suggested as an additional consideration in the 6th comprehensive airport development plan. Within a radius of 30km from the airport, cities such as Pocheon, Gapyeong, Guri, Namyangju, Dongducheon, Yangju, Yeoncheon, and Uijeongbu, as well as some parts of Seoul, including Gangbuk-gu, Nowon-gu, and Dobong-gu, were located. The estimated number of domestic and international passengers based on KT subscribers was about 400,000, the average travel time was 62 minutes, the population was about 3.05 million, the number of businesses was about 100,000, and the number of employees was about 700,000. 4) In analyzing the overlap of domestic airport influence, six cities in Gangwon Province were found to be part of two or more domestic airport influence zones. 5) In analyzing overseas destinations by region, Southeast Asia was found to be the most popular region for travel, followed by Northeast Asia, Oceania, and North America. 6) In analyzing departure airport selection for Jeju routes, the study found that the majority of travelers from Gyeongsangnam-do and Gyeongsangbuk-do regions used Busan’s Gimhae International Airport, while travelers from Jeolla-do and Chungcheong-do regions used Incheon International Airport. The study suggests that the use of mobile communication big data can provide insights into policy decisions related to airport development and operations.
