This study examines the duties and activities of Jindong Manho in the late 18th century based on the diary of Roh Saengchu, a military officer from the 18th century.
With the changes in the later Joseon period, the administrative responsibilities of Jin Dong-man-ho, the commander of Jin Dong-bo, increased in proportion to the changes in Hamgyeongdo region. In military affairs, security and defense centered around the road network became increasingly crucial.
In response to these circumstances, Roh Saengchu made significant progress in various aspects of administrative tasks, including agriculture, distribution of relief grains, and other aspects of administration, based on systematic personnel management.
He effectively managed soldiers and weapons in military affairs, and significantly renovated fortifications and office facilities. He also countered the government’s attempts to abolish Jin Dong-bo by highlighting its significance in the defense of key road networks in the Gap Sanbu region. Additionally, he proposed a restructuring of the defense system based on this rationale.
