This article traces the colonial genealogy in the history of development by examining the policy of colonial development presented by Albert Sarraut, the minister of colonies in interwar France. In the interwar period, colonial empires shared an overall project to innovate and re-justify colonialism challenged by the World War I. The underlying new colonial governmentality was based on the key idea of development, whereby the state would intervene systematically in the civil society to rationally manage and develop natural resources and population in colonies. Since his proposal of a new colonial development plan in 1921, Sarraut promoted colonial ‘mise en valeur’ - the active economic planning, massive construction of colonial infrastructure and the welfare of colonial inhabitants - as the new imperial policy imperative. After Chapter 1 situates ‘Sarruat Plan’ in multiple nodes of prior scholarship, Chapter 2 provides an overview of his idea of colonial ‘mise en valeur’ by focusing on his 1921 bill and the book published in 1923. Chapter 3 concentrated on his another book published in 1931 and explores the contradictions of developmental colonialism as it evolved through the colonial crisis of the 1920s. Chapter 4 examines Sarruat’s reframing of colonial development for the ‘Eurafrica’ project to maintain the peace and hegemony of Europe in the upcoming crisis. Chapter 5 concludes with a discussion of the importance of the colonial legacies in the history of development and its implications for the present.
