At the King Sejong period (1418-1450), the reporting system within the court transformed from Yukjo-Jikgye system to Euijeongbu-Seosa system. Based on the literary research and statistical analysis of the The Veritable Records of Joeson Dynasty, the research uncovered 4 steps of Sejong’s decision-making process and its pattern. His decision-making process can be separated into 4 steps; proposing the agenda, bringing it to the king, discussion and determination.
Accordingly, the decision-making system is divided into an ‘Immediate Decision System’ that is determined without going through the discussion step, an ‘Discussion System’ that goes through the discussion step, and a ‘King’s Proposal System’ that goes through the discussion by the king’s proposing. In the discussion step, Dangsanggwan of Euijeongbu, Yukjo, Seungjeongwon mainly participated. And as the number of these was adjusted by Sejong.
During this period, Euijeongbu-Seosa system was introduced, which is what King Sejong entrusted to Euijeongbu officials to “result an consultation after discussion” in the decision-making process. Through this, Sejong justified their “consultation” on the issue and decided in a way that he accepted it. He continued to maintain consultation through active discussion in Yukjo- Jikgye system, while also implementing Euijeongbu-Seosa system, which delegates this consultation to Euijeongbu and accepts it. Sejong was a king who systematically supplemented and institutionalized the decision-making process itself, especially the process of bringing to the king.
