천여 년 간 한민족의 삶을 수용한 불교문화로서 수륙재(水陸齋)를 두고, 문화재청은 ‘범패와 작법은 불교예술의 진수를 보여줄 뿐만 아니라, 그 의미는 우리 사회가 안고 있는 문제를 해소하고 치유하는 데 기여할 것’이라고 진단했다. 그리고 ‘삼화사(三和寺)의 국행수륙재’, ‘진관사(津寬寺)의 국행수륙대재’, ‘백운사(白雲寺)의 아랫녘수륙재’를 중요무형문화재로 지정했다. 그런데 이들 수륙재의 연원과 가치 못지않게 백제문화권의 범패와 넋건지기의 진수를 보여주는 ‘백제문화제 수륙재’가 전승되고 있다. 백제문화제 수륙재는 1955년에 백제대제(百濟大祭)를 통해 삼천궁녀의 넋을 달래는 ‘삼천궁녀 위령제’로부터 출발했다. 그런데 현재, 백제문화제 수륙재는 백제문화제를 구성하는 프로그램으로 전락해버렸으며, 그것조차 실연(實演)이 아니라 시연(示演)의 형태로서 전승되고 있다. 그러나 백제의 애정과 연민을 바탕으로, 지역민의 자발적인 참여에 의해 60년간 그 생명을 잇고 있다는 것만으로도 백제문화제 수륙재의 의미를 절대 절하시킬 수는 없다. 이러한 기본적인 인식에서, 백제문화제 수륙재의 발전 방향성을제시했다. 우선 백제문화제 수륙재의 설행 목적을 굳이 ‘삼천궁녀의 넋을 달래고 천도하는 것’으로 축소시킬 것이 아니라 널리 ‘백제의 위로’로 조정할 필요가 있다. 이와 함께 설행의 정형화, 범패승의 정형화, 재장의 정형화를 기할 필요가 있다. 그리고 백제문화제의 프로그램으로서 수륙재는 그것대로 정제하여 시연의 형태로써 계승시키는 동시에 ‘백제의 위로’를 설행 목적으로 한 본질적 의미의 수륙재는 실연의 형태로써 독자적으로 계승시키는 방안을 강구할 필요가 있다. 그러면서 ‘백제의 위로’를 목적으로 한 지역의 또 다른 무형유산과 연계할 필요가 있다. 마지막으로 백제문화권에서 전승되고 있는 범패와 넋건지기의 맥을 잇고 있다는 사실, 고유한 화합성과 치유성이 부각된다는 사실을 인식하고, 체계적인계승을 위해 충남 무형문화재 지정을 준비할 필요가 있다. 현대인의 감각과 문화 정서를 충족시킬 수 있는 변용 차원에서 백제문화제 수륙재의 공연예술을 창출할 필요도 있다. 민, 관, 학이 한마음으로 60년간의 수륙재를 정리하면서 앞으로 백제만의 고유한 수륙재로 가꾸어나간다면, ‘천여 년 간 한민족의 삶을 수용한 불교문화로서 수륙재의 보편성’과 ‘백제의 역사와 정서를 대표하는 불교문화로서 수륙재의 특수성’을 확보할 수 있을 것이다.
