This paper is written to compare the preparedness of South Korea and Japan, which have been commonly exposed to North Korea’s nuclear threat and maintain alliance relations with the US. For this purpose, it introduces key measures that the US non-nuclear allies take in dealing with a nuclear threat, examines the nuclear preparedness of South Korea and Japan respectively and compares preparedness of both countries and draws a few implications for South Korea. As a result, this paper found that South Korea and Japan had taken similar concepts to defend their people from North Korean nuclear threat such as dependency on the US extended deterrence, offensive defense including preemptive strike concept, ballistic missile defense (BMD) and civil defense. However, the quality of the measures were considerably different. Especially, Japan achieved comprehensive and sophisticated BMD capabilities whereas South Korea stopped at very limited capabilities. Japan put more effort in the civil defense than South Korea. South Korea may need to review the nuclear sharing option with the US seriously to make a quick nuclear balance on the Korean Peninsula. It should reform its BMD concept and capabilities by cooperating with the US and Japan. It should also level up its civil defense posture.
