This paper is written to compare nuclear defense measures of South Korea against the North Korean nuclear threat to those of Japan in order to draw a few lessons for South Korea. For this purpose, it uses the common-sense or general nuclear defense portfolio against a strategic nuclear threat as a criteria for the comparison.
This paper found that there were significant differences in nuclear defense measures of South Korea and Japan. Japan focused on the ballistic missile defense, but South Korea did not. South Korea put priority on diplomatic denuclearization with North Korea, but Japan did not. Japan poured some efforts on its nuclear civil defense, but South Korea did not. Although these differences might have stemmed from the different situation of South Korea and Japan, it could be the result of South Korean reluctance in its threat recognition and preparation against a North Korean nuclear attack. South Korea should be hurry in strengthening its ballistic missile defense, preemptive strike and civil defense, while reducing its dependancy on diplomatic denuclearization.
