In the Age of Intelligent Information, we must protect core values from all social mechanisms that alienate human dignity, freedom, and personality. Essential norms to protect them are ultimately ethics, and ethics is based on voluntary compliance, so it is not meaningful unless the members themselves sympathize and keep them together. The way to establish these norms is not far away, but it can be derived from the democracy that forms the basis of the state in the real space. It is necessary to implement the reflux system reflecting the will of the people in a more diverse and systematic way in cyberspace. Based on this consciousness, users who are active in cyberspace should be able to act with ethical consciousness that can respect each other autonomously and subjectively from the viewpoint of community, and be responsible for it. When all the members of the cyber space join together and try to resolve the issue of ethical consciousness, such as self-regulatory efforts of the market and companies, and the ethical awareness of users themselves, our community can be a leading example of the world.
