The development of AI technology is indicative of finding solutions social problems which are likely to be caused by AI technology. To achieve this, major countries have established a number of concepts for AI ethics and digital ethics at both the technical and ethical levels, and are enforcing policies and systems based on these principles.This study intends to analyze how it may be possible to establish a workable concept of digital ethics in major countries (US, UK, Japan, etc.) as well as to promote related strategies and policies. First, by analyzing the newly discussed keyword which exists in the relationship between new technology and people, a level of ethical concepts was established. Digital ethics, AI ethics (Algorithm ethics), Society in the Loop (SitL), moral intelligence, etc., were selected as key keywords. Analysis was conducted from an ethical-technical viewpoint and a professional-social (personal) viewpoint. As well, the level of ethical concept establishment in each country was derived while policy enforcement patterns were analyzed.The research results are as follows: First, the US consists of a majority of items from a technology-social and professional viewpoint, as well as some items from an ethical viewpoint. The UK policy consists of all items from a technical-social and professional viewpoint as well as an ethical-social viewpoint. Japan features a majority of components from a technology-social and professional viewpoint and a large number of ethical-social viewpoints. On the other hand, Korea is composed of some technology-experts and primarily an ethical-social viewpoint. In light of this, Korea must establish an ethical concept from a technical viewpoint and lay the foundation. The items from the ethical viewpoint were already previously established, and should be specified and solidified. Based on this, it is expected to lay a solid foundation for a comprehensive policy.
