The importance of complexation of Infrastructure is increasing in terms of depletion of available land, rise in land price and utilization of local resources. In this regard, this research suggest a regulation reform according to analyze domestic and foreign case, legal system, survey research and interview. To offer a regulation reform, we verify and complement the survey research and interview conducted by 50 experts and people concerned in accordance with domestic and foreign case and Multi-Dimensional Land Use Planning in Japan. Based on findings from these analyses, we come to a ultimate conclusion and offer a law revision. First, this is the simplification of complexation Decision procedure by enlargement of Public Office convenience facilities. The types of enlarged Convenience Facilities are Office Buildings(with the exception of officetel), Culture & Gathering Facilities(limited to theater, exhibition center). Second, the size of convenience facilities maintains the existing regulations, but when the local city planning committee is deliberated, convenience facilities can be installed in excess of the main facility area.
