The Ferry Act of 1881 and 1882 allowed elementary education for boys and girls from 6 to 13 years old to be free, obligatory, and secular. However, the education provided by the state expanded beyond simple elementary schools in both ways, to the level of kindergartens on one hand, and to high elementary schools and secondary vocational schools on the other hand. In order to train male and female teachers, the Ecole Normale was established in each department, and the Ecole Normale Superieure of elementary education was also created for the formation of future professors of these schools. It was also the duty of the state to maintain two Ecoles Normales Superieures for training the professors of the secondary schools. In the end, the public system for popular education from elementary to higher education was created.
