In June 2020, the Complete Revision of the Local Autonomy Act and the enactment and amendment of five related laws were submitted to the National Assembly. And it was decided at the plenary session in December of the same year. Follow-up measures to these revisions are expected to change the local government system widely.
Accordingly, the purpose of this study is to predict future changes in the system following the full revision of the Local Autonomy Act and to prepare preemptive countermeasures for Gyeonggi-do. To this end, the study was conducted by presenting the reasons and contents of the revision by sector of the Local Autonomy Act, conditions of Gyeonggi-do, and directions for response.
As a result of the study, the following policy suggestions are presented. First, Gyeonggi-do should start active preliminary preparations for diversification of institutional composition as an alternative to implementing true local autonomy. Second, it is necessary to diagnose the current situation and prepare effective alternatives to ensure opportunities for residents to participate in direct democracy and to establish cooperative relationships between governments. Third, it is necessary to establish a preemptive system at the administrative level before establishing a system to support resident representatives to faithfully perform their functions. Fourth, in order to efficiently promote administrative affairs, it is necessary to establish a preemptive logical framework, such as clarifying definitions and standards that may be disputed. Fifth, in order to effectively transfer office work between the central and local governments, continuous government proposals based on Gyeonggi-do"s capabilities and know-how need to be preceded. Sixth, for the effective supply of local customized public security services, it is necessary to secure practical authority in the introduction of an autonomous police system that can be responsible for the residents" safety. Finally, in order to secure financial independence in Gyeonggi-do and minimize reverse discrimination, a comprehensive review of independent and transfer funds is required.
