There have been dramatic changes in river projects since Korean government decided that it would stop supporting funds on river projects of local governments. Local governments should make plans and execute river projects on their own.
Recently Gyeonggi-do has made a master plan of river training works that contain new river training works, small scale projects, demo projects and public contest projects. Ecological stream projects in Gyeonggi-do would continue in spite of no funds from Korean government.
According to survey of local governments’ officials, 74% of respondents worry of security of budget. 56% of respondents say that flood control is the most important field in river projects. On the other hand, recently Korean government insists that ecological field should be stressed in river projects.
Recently decision makers and politicians have shown great interests on rivers. They want to make use of rivers as local garden or national garden. It is expected that rivers could be an important issue for local governments. Small scale river projects such as trail, bike lane or stank destruction could be exemplary cases of river project transfer to local governments, which Gyeonggi-do is going to execute. Gyeonggi-do is trying to various attempts on river projects, making use of demo projects and public contest projects.
There expected to be controversial issues such as making bike lane or sports facility. To solve those problems, Gyeonggi-do should urge Cities to make watershed governance that consists of experts, residents, civic groups and officials. In addition, river organizations of local governments should be adjusted to make river projects efficiently.
