Gyeonggi-do province starts about 500 new government projects per year to meet new and diverse administrative needs. In other words, a large portion of the budget and resources are spent every year on new government projects. Recently, Gyeonggi-do province enacted the “Gyeonggi-do Pilot Project Ordinance on Operation and Evaluation” in 2019 to improve government efficiency and accountability. However, some issues were raised by the pilot project evaluation committee after Gyeonggi-do province enacted the pilot project ordinance.
The most-mentioned challenge among the people in charge of the pilot project is that the guidelines of the pilot project are not specific and clear. To address this issue and assist with this problem, this study aimed to suggest an improvement method for the pilot project operation system. Thus, this study performed a literature review and conducted an interview with the people in charge of the pilot project.
First, Gyeonggi-do province needs to promote extended application in government projects that include high levels of social conflict and uncertainty when the purpose of the pilot project is considered. Second, when Gyeonggi-do province operates pilot projects in primary local governments, a strategic approach is necessary. Gyeonggi province should allow for a sufficient review period for the pilot projects in primary local governments and provide sufficient financial support to pilot projects for their effective operation. Third, Gyeonggi-do Province needs to make use of a checklist and manual to distinguish pilot projects from new government projects. Fourth, the pilot project evaluation committee should make a distinction between the plan evaluation and the performance evaluation of a pilot project when the committee examines it. Lastly, the pilot project evaluation committee needs to subdivide decisions depending on the results of each pilot project.
