Although the urban regeneration new deal project is underway in the Jinju Gangnam district, the improvement of housing by the residents themselves still has a fundamental limit due to the cadastral discrepancy problem. Thus, this study aims to solve the cadastral discrepancy in the Gangnam district, and to assess the feasibility of street housing-led housing renewal in terms of enticing influx of resident population. This study discovers that Gangnam district needs block-unit renovation projects, but it is difficult to proceed the projects due to the Gangnam district"s district-unit-planning guidelines and the local government"s policies to build a low-rise residential area. The results of this study are as follows.
First, in order to solve the cadastral discrepancy problem of the Gangnam district, it is necessary to promote the cadastral resurvey. Since the scope of the project district is wide, cadastral resurvey should be promoted in small blocks to facilitate the formation of residents" councils. In particular, local governments should first secure budgets for all expenses for cadastral resurvey. Second, blocks where cadastral discrepancy is concentrated, it is necessary to promote block-by-block street housing-led housing renewal, but it is hard to proceed the project due to the excessive burden of residents" contributions. In particular, regulations, including district-unit-planning guidelines, make it difficult to promote the projects. Third, in the Gangnam district, considering overall conditions, it is vital to promote the public-led projects in which the public accommodates and develops residential areas in units of blocks. The multipurpose community center, which is being built in Gangnam district, will be an alternative to solve the cadastral discrepancy problem. In public-led development, relocation measures for residents such as rotational public housing should be considered first. In the case of Gangnam district, it was confirmed that autonomous housing renewal project led by the residents" council is more effective than street housing-led housing renewal.
