The purpose of this study is to propose the alternatives for activating the policy for renewal of deteriorated detached houses in Gyeonggi-Do. First, the law and policies were reviewed which are related to the governmental support for renewal of these houses. 「Act on Special Cases Concerning Unoccupied House or Small-scale Housing Improvement」 is to facilitate improving unoccupied houses and detached houses, and contents about funding, support for facilitating projects such as subsidies and loans, relaxing the building regulation are included in this act. In case of the New Deal Project for Urban Regeneration, utilization of the housing&urban fund is guaranteed for the renewal project of deteriorated detached houses.
Second, support projects of local government and institutes were reviewed. Bucheon city in Gyeonggi-Do has been operating AtoZ team since 2016 and providing public services including feasibility analysis and safety diagnosis. SH corporation of Seoul supports the financial part by cooperating with HUG(Korea Housing&Urban Guarantee Corporation) and developed the own support model for decreasing the risk about unsold houses after the end of project. In addition, GICO of Gyeonggi-Do has been supporting feasibility analysis, and KAB(Korea Appraisal Board) has been operating support center to consult residents.
In Gyeonggi-Do, currently, it is estimated that there are about 197 sites in which the old low-rise houses are concentrated. On the contrary, urban regeneration projects are planned for only 45 sites as the New Deal Project. Therefore, it is necessary to promote the renewal projects actively for the small-sized sites which have the dense old low-rise houses. Even though GICO is one of the support organizations for housing maintenance, the role is limited to “the Housing Improvement Project in a City Block”. In case of “the Autonomous Housing Improvement Project”, KAB is in charge of that for the whole country. Accordingly, for facilitating urban regeneration of residential areas, the range of governmental support should be expanded at Gyeonggi-Do level. For example, connecting with private rental housing supported by government could be an alternative to this. Private organizations can be the main subject to supply the rental housing, and also the housing&urban fund can be utilized for this. Furthermore, supporting the consulting expanse is necessary for reinforcement of the role of GICO. Lastly, the operation form of GGURSC(Gyeonggi Urban Regeneration Support Center) should be changed as an independent corporation for facilitating urban regeneration and small-sized urban maintenance. If GGURSC could perform a role of support organization as an independent corporation, the promotion of projects and supply and maintenance of rental housing, management of urban regeneration can be activated by GGURSC more than now.
