In order to attract foreign excellent manpower it is urgent that the visa system and immigration system should be improved. Improving the visa system and the immigration system is a prerequisite for maximizing the inflow of foreign workforce excellence. Excellent ICT workforce is essential to attract foreign locations to expand in the future competitiveness of the ICT sector. We shall promote a selective immigration policy in order to establish the country's competitiveness and in order to attract foreign excellent ICT workforce. Excellent ICT workforce can receive the E-3 visa and the E-7 visa. But foreign excellent ICT workforce can not be identified with the visa type. A single law should be enacted to carry out immigration policy that is consistent with the law. It is advisable to install the migration Agency in charge of foreign immigration to the jurisdiction of the entire immigration policy. The right of permanent residents should ensure properly. It must amend the laws for permanent residents so as to enjoy the social welfare system. In connection with the activation of permanent residency scheme, the foreign excellent ICT workforce in Korea is not to apply the score immigration system, but to apply the system that can be immediately granted permanent residency.
