4차산업혁명시대의 핵심수단인 ICT 융합기술과 서비스의 활성화에 관하여 ICT 융합진흥 및 활성화 특별법(이하 정보통신융합법이라고 한다)에서 규정하고 있다. 정보통신융합법은 국가와 지방자치단체에게 정보통신융합의 지속가능한 발전원칙, 정보통신융합의 시장경제 원칙, 정보통신기업체간의 상생발전의 원칙, 정보통신업체간의 평등원칙, 정보통신융합의 필요성원칙, 정보통신융합의 동일서비스 동일규제원칙, 정보통신융합의 원칙적 허용 예외적 금지원칙을 천명하고 있다. 그러나 국가에게는 ICT 진흥 및 융합 활성화를 위해 추진체계와 실질적인 권한이 부여되어 있고, 지방자치단체에게는 ICT 진흥 및 융합활성화 정책과 계획수립을 위하여 관련 자료 및 정보제공에 그치는 법적 지위를 규정하고 있다. ICT진흥 및 융합 활성화가 실효적으로 이루어지도록 하기 위해서는, 국가가 정토통신기술융합에 관한 전체적이고 통일적인 사무는 국가가 수행하되 그밖의 사항은 지방자치단체에게 권한을 부여하여 지방자치단체가 선도적으로 ICT 진흥 및 활성화를 위하여 정보통신업체에게 행정적·재정적·기술적으로 지원하는 체계가 이루어져야 한다. 그리고 ICT 진흥과 융합을 활성화를 위해서는 국가와 광역지방자치단간에 기술적·행정적으로 상호 협력이 중요한데도 협력체계가 제도화 되어 있지 아니하므로 협력체계를 갖추도록 입법적 개선이 요구된다, 특히 ICT 진흥 및 융합 활성화를 위해서는 국가와 지방자치단체가 협력하여 정보통신기술의 지역 경쟁우위와, 산업여건, 지리적 위치, 정보통신 전문인력 등을 고려하여 ICT 진흥과 융합기술 및 서비스 제공을 선도적으로 할 수 있도록 하여야 한다. 정보통신전략회의에서는 ICT 진흥 및 융합 활성화를 위한 중요한 정책을 수립하고 있다. 정보통신전략회의에 광역지방자치단체장이나 전국시도지사협의회 대표가 참여할 수 있는 길이 보장되어 있지 아니하여 지역의 ICT 진훙 및 융합활성화 정책수립을 실효적으로 할 수 없는 상태이므로 정보통신전략회의에 전국시도지사협의회 대표가 참여할 수 있도록 추진체계를 개편하여야 한다. 또한 국가가 수립하는 ICT융합활성화 기본계획에 의하여 ICT 융합활성화 실행계획을 수립하고 있으나 지역의 ICT 융합활성화를 실질적으로 이루어 지도록 하기 위해서는 광역지방자치단체가 ICT융합활성화 기본계획에 의하여 ICT융합활성화 시행계획을 수립할 수 있도록 할 뿐만 아니라 ICT진흥 및 융합활성화에 관한 실태 조사권도 광역지방자치단체장에게 부여하는 것이 바람직하다. 또한 지방자치단체에게 정보통신기술융합활성화를 위한 권한을 부여하거나 권한을 위임을 하여 정보통신기술융합에서도 지방분권과 자치권 강화가 이루어지도록 하여야 한다. 특히 ICT진흥 및 융합활성화를 위하여 정보통신융합법상 신속처리제도와 임시허가제도를 두고 있는데도 신속처리 건수와 임시허가가 미흡하게 이루어지고 있는 실정이므로 신속처리와 임시허가제도가 제대로 이루어지기 위해서는 신속처리요건과 임시허가요건을 충족하였는데도 국가가 이를 게을리 한 경우에는 광역지방자치단체장에게 승인요구권을 부여하여야 하고, 그 사유가 정당하면 즉시 신속처리나 임시허가가 이루어지도록 하여야 한다. 끝으로 지방자치권과 지방분권이 강화관점에서 지역의 ICT 진흥 및 융합활성화가 이루어지도록 광역지방자치단체에 권한을 부여하고 조례를 적극적으로 제정하여야 한다.

It is not guaranteed to be long enough to attend the Information Communication Strategy Committee for the representatives of wide-area local autonomous organizations and representatives of the National Council and Governor Council, and it is not guaranteed to effectively establish a fusion activation policy with local ICT Raleigh Since it can not be done, we must reorganize the promotion system so that representatives of governor councils can participate nationwide at the information communication strategy meeting. Moreover, although the implementation plan of ICT integration activation is formulated by the ICT Integrated Revitalization Basic Plan established by the country, in order to practically activate ICT integration in the region, it is necessary for wide regional autonomy It is desirable not only to allow organizations to establish ICT fusion effective enforcement plans by ICT fusion activation plan, but also to grant regional autonomous group leaders the right to investigate actual situation on ICT promotion and fusion activation. In addition, it is necessary to grant authority for integration of information and communication technologies with local governments, delegate authority, and strengthen decentralization and autonomy even in fusion of information and communication technologies . Particularly in spite of the fact that the information communication fusion law for ICT promotion and integration activation, the rapid processing system and temporary permission system are in place, the number of cases to be processed and temporary permission are being carried out inadequately Therefore, in order to ensure prompt processing and proper temporary permission system, if the country fails to satisfy the requirements of the quick processing and the temporary permission requirement, the local autonomous organization head of the wide area You must grant an approval request right and make sure that the reasons are legitimate and immediate, temporary permission and prompt processing. Finally, from the viewpoint of strengthening local autonomy and decentralization, we must actively enact ordinance by giving authority to wide-area local autonomous organizations so that regional ICT promotion and revitalization will be carried out.
