Purpose: This study discusses the safety and crisis management plan in international events. The police are responsible for crisis management activities in international events through security operation. Recently, terrorism has developed into a very serious problem, it is a very important task to ensure safety to hold international events. Therefore, this study is to discuss ways to ensure safety in large-scale international events such as the Pyeongchang 2018. Methods: This study analyzes the official data in police, military, central government, local government. First, I discussed the need for safety and the crisis through literature review. Second, the study investigated a variety of laws and present condition in order to look at the organization and preparation. Conclusion: It is necessary analysis and preparation of the risk factors that threaten international events. Crisis management, it is necessary to be considered in strategic aspects with prevention step, preparedness step, response step, and recovery step. Therefore, it is important to establish an integrated crisis management system. First, it is necessary to analyze about the risk. Second, there is a need to capability assessment for crisis management. Third, there is a need for operational planning of crisis. Fourth, it is necessary to maintain activities for crisis management capabilities. Fifth, it should be the appropriate response to the crisis.
