Ernst Fraenkel is the founder of the theory of New Pluralism in Germany. Born in 1898 as the son of Jewish parents in Köln, Fraenkel had been promoted in 1923 to Hugo Sinzheimer, who was famous social-democratic employment law specialist at Frankfurt University. He had to leave Germany in 1938 to avoid the oppression of the Nazi government, and emigrated to America, where he graduated the Law school of University Chicago. Fraenkel worked for a pluralist model of democracy theory, whose normative aim was to help to secure the “future of the working-class movement” in a social democracy. His pluralistic concept of democracy was derived not only from the analytical observation of the reality of western democracies, but also from Experience of his Life. After the liberation of Korea from japanese colonialism, Fraenkel visited Korea as an American military adviser and gave his opinion on many legal issues in Korea. When Korean War broke out, he had to leave Seoul hastily. After he returned to Germany in the year of 1951, he concentrated on a Neo-Pluralism theory at the Univ. Berlin. He was one of the founder of political science as a discipline at German University. But His Neo-Pluralism theory remained fragmentary. He emphasized the interest group for the Democracy in a pluralistic society. His theory of pluralism was constructed at his various stages of life, and therefore, it had to be clear from the outset, that it could not be organized into systematic completion. Today, including his theoretical limitations, his concept of pluralism is accepted as an important measure and a structural element in modern democratic institutions, which is the basis of democratic constitution.
