한미 동맹은 전환기적 상황에 들어섰다. 세계적으로 국제주의가 퇴조하고 애국주의(민족주의)가 만조하는 경향이 뚜렷하다. 미국의 도널드 트럼프 대통령은 2016년 미국 우선주의(America First)를 내세워 대통령으로 선출된 후 왕성한 실행력으로 ‘거래적’ 이익을 추구하고 있다. 작년 9월 유엔 총회 연설에서도 미래는 국제주의자가 아닌 애국주의자에게 있다고 강조했다. 중국의 시진핑 주석은 임기 제한을 없애고 강력한 지도체제를 구축하여 중국몽과 강군몽 실현을 통해 기존 미국 중심의 인도·태평양 질서를 중국 중심으로 변경하려고 골몰하고 있다. 일본의 아베 수상은 장기 집권에 성공하면서 ‘보통국가’ 실현을 눈앞에 두고 있다. 러시아의 푸틴 대통령은 오랜 기간 최고 권력자의 지위를 유지하면서 냉전체제 종식 후 상실했던 국가 위상을 회복하고 주변지역에 대한 영향력 확대를 노리고 있다. 한국의 동맹국인 미국을 비롯한 주변국들의 전략 노선은 지정학 및 지경학적 관점에서 한반도의 현재와 미래에 영향을 미치는 결정적 요인이다. 한편으로 중견국 한국의 생존과 번영은 미국을 비롯한 주변 4국의 안보적·경제적 영향력에 의존적이지만, 다른 한편으로는 주변 4국이 추구하는 전략적 이익의 크기도 한국이 어떤 전략적 입장을 취하고 어떤 전략적 접근을 하느냐에 따라 달라진다. 이러한 전략 환경 속에서 한국은 앞으로 어떻게 국익을 보호하고 증진해 나갈 것인가? 이 근본 물음은 국가가 존재하는 이유이면서 다음과 같은 문제들을 살펴보는데 기본 관점을 제공한다. 핵을 손에 쥔 김정은 위원장의 무모한 셈법과 전횡적 태도를 이대로 두고만 볼 것인가? 한미 동맹의 갈등이 심화되고 체질이 약화되는 원인은 어디에 있으며 회복은 가능한가? 한미 양국 대통령의 가치관과 양국 정부가 채택하고 있는 정책 노선의 차이는 좁힐 수 있는가? 한미가 직면한 주요 의제 협의에서 나타나는 이견과 대립을 어떻게 조율할 것인가? 이처럼 전환기적 상황을 맞이한 한미 동맹은 미래 진로를 어떻게 열어가야 하는가? 등의 문제의식을 토대로 최적의 해법을 모색해야 할 것이다.

The ROK-U.S. alliance has entered into a transitional phase. It seems clear that internationalism tends to abate and nationalism prevails in the global arena. The U.S. president Donald Trump has been pursuing “transactional” interests with his vigorous implementation ever since he was elected president in 2016 under the slogan of "America First". In an address at the U.N. General Assembly last September, he also stressed that the future lies with patriots, not internationalists. Chinese president Xi Jinping is trying to transform the existing U.S.-centered Indo-Pacific order to China-centered order through the achievement of "China Dream" and "Strong Army Dream" by removing the presidential term limits and establishing a robust leadership system. Abe, the Japan’s prime minister, is on the verge of becoming an "Ordinary Country" as he has succeeded in taking long-term seizure of power. Russia’s President Putin is seeking to restore Russia's previous stature that was divested after the end of the Cold War and expand its influence on the surrounding regions maintaining his position as a long-term supreme power. The strategic lines of the neighboring countries, including ROK's ally, U.S., are crucial factors that can affect the present and future of the Korean Peninsula from the geopolitical and geoeconomic perspectives. The survival and prosperity of Korea as a middle power depend on the security and economic influence of the U.S. and four other neighboring countries. However, at the same time, the strategic interests pursued by the four neighboring countries are also dependent on what strategic positions and approaches the ROK takes. In this strategic environment, how will Korea protect and promote national interests in the future? This fundamental question provides answers to an existence of a nation and offers basic perspectives on the following issues. Will we stand aside and watch nuclear-capable Kim Jong-un’s reckless calculation and arbitrary attitudes as they are? What are the causes of the intensified conflict and weakened ROK-U.S. alliance, and is it possible to recover from it? Can the difference between the values of the two presidents and the policy lines adopted by the two governments be narrowed? How will we coordinate the different views and confrontations that emerge on major agendas that the ROK-U.S. are facing? How should we open the future course of the ROK-U.S. alliance in this transitional environment? We have to find the best solutions with being mindful of the questions mentioned above.
