The unification of the Peninsula is complex, multifaceted, and international. The Republic of Korea (ROK) has endeavored to ask for international society’s cooperation, especially from the four neighboring countries – the US, Japan, China, and Russia. ROK’s general public perceives them as influential on the road to unification and peace of the Peninsula. In this circumstance, this article tries to answer the question of why do Russia and China show more favorable attitudes toward Korean Public Diplomacy on the Peace and Unification of the Korean Peninsula than the US and Japan? This study concludes that the recent foreign policy attitude of the ROK is in accord with the keynote policy and vital interests of China and Russia on the Korean Peninsula, which made them evaluate the ROK’s public diplomacy more highly than the US and Japan.
