The revitalization of rural areas of Japan has proved problematic due to the redistribution of populations from rural areas to the Tokyo area. In response to this, tourism as a form of regional revitalization is seen as one solution. Accordingly, a regional tourism promotion organization has been established in various places to revitalize the region via tourism, many of which are spearheaded by the local municipality. Being administrated by the government, a number of problems have been exposed. This study clarifies the causes of these problems. The results of field surveys, literature surveys and residents' testimonies revealed the following two points. The first is the economic situation of each municipality, and the second is the cultural "boundaries" of local residents. Under the strong guidance of the Ministry of Internal Affairs and Communications, the "Great Heisei Merger" was conducted. This merger placed people with different cultures and customs within the same municipality, while also placing people with the same cultures and customs within different municipalities. Under the name of regional revitalization, a regional tourism promotion organization was established in each of these municipalities. Attracting tourists was attempted using varying promotions, with the result being that operations were inefficient. Based on these results, the regional tourism promotion organizations proposed dividing regions without regard to municipalities. By creating partnerships across larger areas, they could increase nonresident populations via tourism.
