The purpose of this paper is to raise a question with the existing interpretation of the meaning of Gukjieoeum(國之語音) in relation to the purpose of creating a new character called Hunminjeongeum(훈민정음), and to examine the historical meaning of the establishment and reform of the sound of Sino-Korean in the 15th century from the point of view of the history of Korean linguistics. First of all, in the process of paying attention to the sound of Sino-Korean, we studied the difference between the conviction that respects Chinese characters absolutely and the conviction to respect Chinese characters realistically, two views of the current situation of language use in the 15th century, focusing on scholars at the time. Second, in order to grasp the contextual meaning of eoeum in Gukjieoeum, we looked at the meaning of Eoeum(語音), which appeared in various documents at the time, especially the sound of Sino-Korean pronunciation dictionary and Chinese pronunciation dictionary such as Unseo(韻書). Through this, We tried to grasp eoeum as a meaning of the sound of Sino-Korean in contrast to the sound of Chinese in China beyond the general meaning of a language or a speech. Lastly, through this study, we studied from the perspective of language policy that the purpose of creating Hunminjeongeum in the 15th century was not one, but a complex purpose. In conclusion, we emphasized that making Hunminjeongeum had a complex intention that was connected with the desires and necessities of various classes for new character at the time on the research of this paper.
