The recommend system of appraisal business entity by a landowner, which was introduced in the name of just compensation in the enactment of the act for public works projects, has problems that undermine the fairness and efficiency of appraisals. The purpose of this study is to analyze the problem with the recommend system of appraisal business entity under the act for public works projects and to find the direction of just compensation through adjustment of public and private interests. The research suggests that the method of selecting appraisal business entity should be reformed by selecting them from a third institution. The Improvements of the relevant system for just compensation are as follows: ① organization and operation of the committee on public works projects, ② improvement of the accuracy of land and goods protocols, ③ expansion and standardization of living compensation, ④ reinforcement of application for adjudication, ⑤ return on requirements of re-appraisal, ⑥ incentive payment for the persons who agree on compensation, etc.
