According to the decline standards of the Ministry of Land, Infrastructure and Transport, 231 regions in Gyeonggi-do are declined, but only 37 urban renewal projects are being implemented. In Gyeonggi-do, there are 23,934 detached and multi-family houses that have passed more than 20 years after completion. The house repairs are required to improve the essential living environment of a detached house in the deteriorated old city.
Gyeonggi Province enacted the 「Gyeonggi-do Single Residential Area Home Repair Support Ordinance」 in May 2019, but no specific support policy has been established. In this study, support for house repair subsidies should be reviewed within 5-10 million won per household to improve the essential living environment. The scope of support for house repair includes internal improvement of houses with high demands from residents.
The house repair support policy is divided into 2 stages. The first stage is the institutionalization stage, such as the revision of ordinances and start of pilot projects. The second stage is to establish a ‘house repair support center’ and create a governance environment for smooth operation. ‘The house repair support center’ will be installed in the medium and long term, and existing ‘the urban regeneration support center’ can expand to these business territory.
It is necessary to promote a pilot project to support house repair in the areas where the Newtown is canceled. 17,292 detached and multi-family houses were surveyed the Newtown-area canceled.
It is necessary to clarify the basis for subsidizing house repair expenses through the revision of the ordinance, and to supplement the criteria for selecting project targets and the functions of the house repair advisory group. It is necessary to enable subsidy of repair costs under Article 6 of the Ordinance. It is necessary to supplement the function of the advisory group so that it can serve as an on-site inspection and advisory for house repairs.
