Assuming that local councilors’ representation characteristics are crucial in explaining their legislative performance(legislative productivity), this study analyzed time-series-cross-sectional data of ordinance proposals by metropolitan councilors in South Korea from 2006 to 2018. The analysis identified the following four points: First, proportional representative local council members have proposed ordinance more than constituency local council members(type effect). Second, for constituency local council members, the higher the representation rate(the ratio of votes obtained to the total number of voters), the more ordinance proposals(legitimacy effect). Thirdly, the effect of electoral competitiveness on ordinance proposals is found only in a subgroup analysis of freshman councilors. Those who win the election by a shallow margin tend to propose fewer ordinances(stability effect). Fourth, the marginal effect of electoral competitiveness on legislative productivity according to the number of served terms showed that the hypothesis derived from the “re-election motivated politician model” was valid only for freshman councilors. For the motivation of re-election to lead to legislative performance (legislative productivity), this study suggests introducing a bottom-up party nomination system and enhancing citizens’ access to legislative activities of local councilors.
