The study examined the problems and limitations of the Media Education Support Act, which was proposed six times between 2007 and 2020, and discussed potential legislative directions. First, I looked at the purpose and definition of media education. Subsequently, the media education promotion system was discussed to systematically support school and social media education. Currently, media education policies are complex and do not have a legal system of laws. Therefore, it has a fragmented, sporadic and disorganized media education landscape. This researcher defines media education as cultivating the ability of media literacy to access media and media content, selectively accept information, critically understand, and creatively utilize it. Media education should play an important role in realizing democratic citizenship by communicating freely through the media. and to acquire practical ability as a democratic citizen. In order to establish a comprehensive and systematic media education policy at the national level, a control tower as a professional consultative body should be established. Through the establishment of a control tower, it is necessary to establish a comprehensive plan for media education and systematically implement various, sporadic and competitive projects. In addition, media education should be designed as a universal education that guarantees equal access to education without discrimination for all citizens.
