The purpose of this article is to examine the Korea-Japan conflict under the Moon Jae-in administration in terms of a long-term structural perspective rather than an event-oriented perspective. By approaching the Korea-Japan conflict from a long-term structural perspective, two elements in the background of the conflict are identified. First, along with the post-Cold War, changes in the domestic political structures in both countries allowed history issues to be more easily publicized and manipulated than before, and confrontation intensified as a consequence. Democratization of Korea led to an increasing demand for addressing history issues, and as a response, revisionist movements in Japan have expanded to the civil sector as well as to the political arena. Second, the dominant power syndrome and emerging power syndrome due to the relative narrowing of the power gap between the two countries are being expressed in both countries. The power gap between the two countries is closing broadly, in economy, technology as well as so-called soft power areas. Korea wants more recognition and respect for its elevated economic status and cultural pride, while Japan unilaterally ignores South Korea"s arguments, taking measures to check it on the other, further amplifying the confrontation between the two countries.
