The purpose of this research is to provide a direction for the Moon Jae-in administration's policy towards Russia for achieving denuclearization of North Korea and establishing peace on the Korean Peninsula, while recognizing the geopolitical importance of Russia in the inter-Korean and U.S.-North Korea relations that are rapidly changing after the PyeongChang 2018 Olympic Winter Games in February. The base of Russia's policy on the series of peace-related issues on the Korean Peninsula, including the denuclearization of North Korea, are in line with the approach of the Moon Jae-in administration in many ways. For instance, the principle that the issues on the Korean Peninsula should be resolved by the two Koreas supports the foreign political direction of the Moon Jae-in administration, especially the administration's theory of “taking the driver's seat of Korean Peninsula affairs”, in that it boosts the autonomy and identity of Korea's diplomacy. The CVID method of discarding North Korea's nuclear weapons and “comprehensive agreement principle” based on step-by-step simultaneous implementation road map, both supported by Russia, are not dramatically different from Korea's approach. Furthermore, as the Moon Jae-in administration has put forward establishing a “Responsible Northeast Asia Plus Community” in one of the key foreign policy agendas, Russia's policy goal to institutionalize multilateral security regime in Northeast Asia based on the six-party talks also contributes to the security interests of Korea. In this regard, it can be concluded that using Russia as the constructive mediator, or “utilizing Russia”, in resolving the North Korean nuclear issue peacefully and establishing a peace regime on the Korean Peninsula is in accord with Korea's national interest. 홍완석 – evan@hufs.ac.kr/ 관심분야: 러시아 대외정책, 한러관계, 동북아 및 CIS 국제관계.
