Report Errors
The development of IT is dramatically changing the level and ground of civic participation in public administration. However, government-led public administration theory and current e-government discourse in the analog era does not fully reflect this change. In response, this study theorizes how civic participation can develop step by step in digital public administration by illuminating recent cases of digital citizen participation. Taking Arnstein’s ladder of citizen participation model into account, which embodied the civic engagement stage in the analog era, this study presents a model of how citizen participation level in public administration can mature in the digital age. Specifically based on flows of information, level of information participatory activity, the main agent of policy production, this paper typed development stages of digital citizen participation into Open Data (step 1), Customized e-service (step 2), Online Ombudsman (step 3), Citizen Sourcing (step 4), Civic Hacking (step 5), and Civic Administration (step 6). Also, the study clarified the fact that as the stage went up, the power redistribution and influence of citizens in public administration increased and the state played a supportive role. Through this typology, we looked at the possibility that citizens of the digital age would play an independent role in actively devising solutions to social problems and developing social services themselves, beyond being beneficiaries or facilitators of public services provided by the government. It is hoped that this analysis will contribute to more advanced discussions on the relationship between the state and the citizens in digital public administration.
