There are many problems with the current usage in the phonetic transcription of Korean consonants and vowels (i.e., Hangeul ): (i) there is no unified phonetic notation that transcribes Korean consonants and vowels and (ii) one-to-one correspondence between sounds and symbols is not well observed. Based on the International Phonetic Alphabet (IPA) and the Romanized system, this paper offers an alternative proposal : (i) IPA symbols for stops and affricates /ㅍㅌㅊㅋ/, /ㅃㄸㅉㄲ/ and /ㅂㄷㅈㄱ/ are /p<SUP>h</SUP> t<SUP>h</SUP> ʧ<SUP>h</SUP> k<SUP>h</SUP>/, /p t ʧ k/, and /b d ʤ g/, (ii) those for fricatives /ㅆ/and /ㅅ/ are /s/ and /s<SUP>h</SUP>/, and (iii) those for vowels /ㅐㅓㅡ/ are /æ ʌ ɯ/ and those for diphthongs are sequences of approximants /w, j/ and simple vowels. Phonetic and phonological evidence of the proposal is provided. Although there will be much controversy over this proposal, it is significant that attempted to unify the IPA transcription of Hangeul
