In this article, we noted the goals of the Joseon Dynasty, which wanted to build a Confucian ideological society through the enlightenment of the people, and from this point of view we discussed the characteristics and the meaning of Hangeul dissemination made during the pre-modern period. In Chapter 2, we discussed the two-sided nature of the Hangeul dissemination policies, which does not use it as an official writing system, but uses it as a tool to spread Confucian ideas. And we referred to Seodang(a private school for the study of Chinese classics) and Hyanggyo(a local school annexed to the confucian shrine) as a social base of Hangeul education and dissemination. In Chapter 3, we examined the nature of books translated into Korean and pointed out that the increase in Han-geul books did not lead to changes in the production and distribution of knowledge. In this regard, we pointed out the problem of explaining the expansion of Hangeul during the pre-modern period in the same way as the expansion of Han-geul during the modern period.
