The purpose of this study was to shed light on the concept of “publicness” which has been ambiguous and controversial. To this end, this study pursued a ‘multidisciplinary discussion’ covering public administration, political science, and economics. Additionally, significant issues were proposed on how the concept of publicness has a connection with real-life problems. In particular, it was argued that the judgment on if various objects in the country have publicness, that is, ‘publicness judgment’, can often lead to ‘political contestation’ as it can cause changes in the existing profit structure and value stock (i.e. abortion, sale of SOEs). Also, it was shown that the ‘judgment of publicness’ that was made is not permanent, but is characterized by ‘contextuality’ that constantly fluctuates in accordance with the societal power structure that varies depending on the history and location. Last, it was discussed that the administration has an independent role and identity as the authoritative subject of public judgment.
