Social value in international society with many enterprises and government agencies is becoming more important and necessary. However, in Korea, the current evaluation system for public Information-oriented business has focused on efficiency rather than social value or public nature. In the Information-oriented business sector, it is necessary to improve overall evaluation system, including evaluation index for social value of national task and public sector. Therefore, this study tries to propose the performance evaluation model for social value in Information-oriented business by developing and evaluation index that can be measured. To achieve the purpose, this study summarizes previous studies on social value theory and the evaluation index of social impact assessment (SIA), and analyzes the application cases of social value in overseas public service. The performance evaluation model for social value proposed in this study is divided into social value creation and social value performance parts. Social value creation part is classified as (1) resources, (2) internal and external processes, (3) public information services for individual and community users, and the social values performance part matching each part of social value creation is classified as (1) social services, (2) social ecology, (3) employment, (4) environment. Based on this, the evaluation index is proposed to measure social value performance in each field. Our conclusions could be useful in measuring future social value contributions in the field of public information services.
