After the collapse of the Qing Dynasty, the People's Republic of China was established in 1949 with very little economic foundation in the course of long turmoil and civil war. With the founding of the country, Mao Zedong confirmed the socialist planned economic order as the basis for national economic operation, which not only caused a decline in productivity, but also drove the Chinese economy into a more impoverished situation amid political turmoil such as the Great Leap Forward Movement and the Cultural Revolution. Deng Xiaoping, the great leader of China, attempted to drastically change the economic order with explaining the appropriateness of introducing a capitalist economic order through various theories, and led to China’s rapid economic growth. Under the reform and opening policy adopted by Deng Xiaoping in 1978, China has been able to become as a G2 nation as well as expanding its influence across various fields around the world. China's rapid growth, however, has led to checks from many other countries. In particular, it became almost impossible for China to achieve the same rapid growth as it did in the past while it faced strong U.S. checkups based on the U.S.-China trade dispute. In response, China is attempting to reduce its dependence on foreign trade and modify its export-led quantitative-expansionary economic growth strategy to a stable economic growth strategy through boosting domestic demand. This attempt of Chinese government is considered as a turning point in the right direction. But it also appears to be not going as smoothly as the intension of Chinese government. The reason is that the economic imbalance between regions and classes has been proved serious despite the remarkable growth of the Chinese economy. Therefore, this paper sought to find the fundamental cause of the economic imbalance within China, analyze the specific present situation and related policies, and try to give some suggestions to the actual problems.

중화인민공화국은 청조 붕괴 이후 긴 혼란과 내전의 과정 속에 경제적 기반이 거의전무한 상태에서 1949년 수립되게 되었다. 건국과 함께 마오쩌둥(毛澤東)은 사회주의 계획경제 질서를 국가 경제운영의 기본 방침으로 확정하였고, 이는 생산력의 저하를 야기하였을 뿐 아니라, 대약진운동과 문화대혁명 등의 정치적 혼란을 겪으며 중국경제는 더욱 더 피폐한 상황으로 내몰리게 되었다. 이후 등장한 덩샤오핑(鄧小平)은 경제 질서 패러다임의 대변화를 추진하였고, 그과정에서 자본주의 경제 질서 도입의 당위성을 다양한 이론을 근거로 설명하며 중국경제의 급격한 성장을 유도하였다. 1978년 덩샤오핑의 주도로 채택된 개혁개방 정책으로 실제 중국은 눈부신 성장을 거듭하며 현재에 와서는 명실상부한 G2 국가로발돋움 할 수 있었고, 전 세계 무대를 대상으로 다양한 영역에 걸쳐 영향력을 확대해나가고 있는 중이다. 그러나 중국의 급성장은 다른 많은 국가들의 견제를 불러오게 되었고, 특히 미ㆍ중무역 분쟁을 핵심으로 한 미국의 강력한 견제를 마주하게 되어 중국으로서는 더이상 과거와 같은 성장세를 유지하기 어려운 상황에 직면하게 되었다. 이에 중국은수출 주도의 양적팽창 경제 성장 전략을 지양하여 대외무역의존도를 낮추고, 내수경기 부양을 통한 안정적 경제 성장 전략으로 수정하려고 시도하고 있다. 중국 정부의 이 같은 시도는 올바른 방향성의 전환이라 평가되긴 하지만, 이 또한그 동안 중국 경제가 외형적으로 급성장했음에도 불구하고, 지역 간, 계층 간 경제불균형 현상이 심각하여 중국 정부의 의도대로 순조롭게 진행되지는 않고 있는 것으로 보인다. 따라서 본 논문은 중국 내부의 경제 불균형 현상이 발생하게 된 근본적인원인부터 찾아보고, 현재의 구체적인 상황과 관련 정책을 분석하였고, 실제 문제점은어떤 것들이 있는지 제시하고자 시도하였다.
