The objective of this article is to determine what kind of changes the ruling system of Goguryeo was going through (during the Pyeong’yang Capital era), by examining changes that were happening to the landscape of the Pyeong’yang capital at the time. The concept of ‘Landscape’ refers to the visual image of a certain space. However, it was not only a physical stage for human action, but a product of the human’s own social actions as well.
Since its transfer of the capital to Pyeong’yang in 427, Goguryeo had been facing certain changes in its political norms, such as the absolute authority of the king intensifying and members of the aristocratic class turning into bureaucrats. The landscape of the capital changed accordingly, which displays two distinctive features especially in the Pyeong’yeang era’s Early half: Newly established Buddhist monasteries (with high-storied pagodas at their centers) that replaced large-scale burial mounds of earlier periods which symbolized the kings’ authority, and gridded city plans (for a bureaucratic society) which replaced past castles on plain grounds that signified the power of the central aristocrats. While high pagodas manifested the transcendental nature of leaders, the gridded streets and roads represented the bureaucratic nature of the leading circle.
Next, the Pyeong’yeang era’s Latter half also featured two distinctive characteristics in the Pyeong’yang capital(the Jang’an-seong capital). The inner space of the Capital(Gyeong, 京) was divided to differentiate officials from civilians, and internal grids were supplemented with tall walls(according to the “Bangjang-je” institution). This was a result of redesigning/modeling the city after Northern Wi(Bugwi) dynasty’s Nag’yang Capital. With these changes, apparently the Goguryeo ruling class was hoping to increase the efficiency in their controlling of the population.
Meanwhile, Goguryeo implemented these gridded city plans -symbolizing the bureaucratic nature of the society and ruling structure- in the Guknae-seong capital and Hanseong as well, creating a Three Capitals system, including these two and the aforementioned Pyeong’yang capital. Such effort can be regarded as a testimony to the Goguryeo ruling power’s determination to strongly impose central control on local regions.
