What are the crucial next steps for the future of artificial intelligence? In Europe, but also in many other parts of the world, it seems clear that there is an urgent need for artificial intelligence to be governed. The following article provides an overview of the digital governance implementation gap and argues that this gap remains considerable. At then looks in details at the role that conceptions of Europe and European values play in shaping the debate on regulation of artificial intelligence, before looking at a broader conception of the tensions between values, principles and rights. In conclusion, the article suggest that much of the non-binding language about AI produced is all about codes rather than ensuring actual behaviour change by individual actors. Until governments are willing to go beyond self-regulatory approaches in governing artificial intelligence, they will have little effect on actual practices of individuals.
